In summer of 2001 the Goverments of Spain and Morocco moved troops to a little piece of land, a non-populated island near Ceuta at the Straits of Gibraltar. It was a military two ways operation, both real and simulated. Simulation also took lives of a non registered number of cetaceans when new sonars where tested during NATO "Neotapon" exercises.
This project tries to give a civil answer to the question "what's technology for?" in nowdays not linked arab and european media environments, and at the geopolitical context of South Gate Europe. Time between the two meetings of the World Summit of The Information Society (Geneve december 2003 and Tunisia 2005) helps us to set up the international flow and feedback.
